With decent skills and your set-up you're looking at probably ~8 ish jam strength with the best named multis vs. ~11 ish from Racials. That's 20-22 cumulative from two racials vs. 14-16 from two multispecs. Depending on what kind of ships you're jamming it might work or it might not. The other issue is that they have a much shorter optimal range so at 100km you're in falloff.
To get full range out of it you might want to look at a sensor booster too to push the lock range up past 100.
Why mention cumulative jam strength? Does it matter, at all, in any way whatsoever? __________________________________

As a rough guide to how likely you are to jam a ship?
I mean I could express it as percentages or just say "With two multispecs you're a fair bit less likely to jam a Battleship or whatever else that has a high sensor strength whereas with two racials it's more likely" but trying to quantify it a bit might help him decide between the two.

Well, cumulative jam strength doesn't really give any meaningful info.
Let's say they have SS 15, and you have jammer strength 7 and use 2 jammers. "cumulative" strength is 14, so it might give him the impression that he has 14/15 = 93% chance.
In reality the chance per jammer is 46%, so the chance of being not jammed is 54%, so the chance of both missing is .54*.54 = 29%, which, while good, is quite different from 93%.
